The present deliverable summarizes the process that lead EMEG Euro-Mediterranean Experts Group to develop a sound logical frame of Nexus Problems, Objectives and Actions to be undertaken, both under technical and policy point of view. The main result of this activity is the formulation of technical an institutional key recommendations to be collected into a position paper.
